Training for New Board and Commission Members

The Boards and Commissions Department is offering a training seminar for new members.  The class will provide the following topics:

Office of Information Practices  –  A quick overview of Hawaii’s Sunshine Law, which requires open public meetings.  The Sunshine Law governs matters such as who board members can talk to and when, how meetings must be noticed, when meetings may be closed to the public or conducted off-site, how meetings may be continued, what must be included in an agenda and minutes, and when minutes must be made available to the public.  Before coming to this seminar, please review OIP’s online Sunshine Law training at https://oip.hawaii.gov/laws-rules-opinions/sunshine-law/, especially the basic training video with related training materials. While doing your online training, please write down any questions you may have because you will have the opportunity to get the answers from an OIP staff attorney on September 17 during the breakout session.

Attorney General  –  Legal issues regarding service on boards and commissions.   What to do in case you are sued as a board or commission member.  Will you be represented by the attorney general’s office?  Immunities and other defenses that board and commission members enjoy.

State Ethics  –  Overview of the State Ethics Code and general discussion as to how the statute applies to members of state boards and commissions.  Topics include conflicts of interests, gifts and the reporting of gifts, confidential information, misuse of position, and post-employment restrictions.
